Proposal
　　2008年5月12日14时28分，在中国的四川省汶川、川北等地发生了里氏8.0级地震。据目前的统计数据，此次地震波及中国十余个省，四川、甘肃、陕西等地皆受灾，仅四川省就有19个市、州的67个县不同程度地受灾，涉及2792多万人口，阿坝、绵阳、德阳、成都、广元、雅安等六个市、州属于极重灾区。全省受灾面积约10万平方公里，伤亡人数达252500人之多。据不完全统计，因灾损坏房屋1358.8万间、倒塌房屋288.1万间，327.7万人无家可归。其中，映秀、汶川、北川、绵竹等镇、市的建筑几乎被夷为平地。

　　此次地震灾难的发生牵动着世界人民的心。目前中国人民正在中国政府的组织和领导下与灾难进行着抗争，受灾的人民正在得到救治，灾区政府也正在陆续得到来自国内与国外的政府与民间的经济援助。

　　建筑是人类生命活动的载体，是人类文明的体现。“2008第三届中国国际建筑艺术双年展”组织委员会和社会各界一样，愿为灾区人民排忧解难。据了解，目前灾区急需迅速为灾民建设上百万套的抗震过渡房和相应的灾民住宅区，包括学校、医院以及其它配套的服务设施。例如，北川镇就计划在一个月内兴建11万套灾民过渡房，要求至少使用期不少于三年。鉴此，我们发起“亿双手，建家园”的倡议，面向全球的建筑规划师、设计师、新型抗震建筑材料研究者，以及从事研究人类抗灾安居等方面的专家，征集中国地震灾民应急住宅规划与设计方案。我们希望通过提供这个平台，能够将你们的设计方案、科研成果以及相关理念、信息和建议，快速、高效、义务地提供给正准备重建家园的中国地震灾区的人民。我们期待在你们的帮助下，中国地震灾区的人民一定能够及时地建设起既抗震又防火、防涝，既经济又环保，既温暖又美好的新家。我们将及时地为你们提供相关的信息，并连同中国扶贫基金会等机构迅速及时地将你们所提供的规划、设计方案转给灾区的相应的政府部门，并选择实施。届时，我们还计划在“2008第三届中国国际建筑艺术双年展”展会现场对征集的设计方案和理念进行展示、研讨，结集出版世界各国应对灾难安置居民的预案，为人类建筑文明的发展做出贡献。

According to the present statistics, over 10 provinces of China, such as Sichuan, Gansu, and Shanxi etc, have been affected by this earthquake. In Sichuan Province alone, there are 67 counties in 19 cities and prefectures that have been hit to various degrees by this disaster, concerning over 27.92 million people. Six cities and prefectures of Aba, Mianyang, Deyang, Chengdu, Guangyuan and Ya’an are the areas to be hit most seriously. The disaster-hit area in the whole province is about 100 thousand square km and the casualty reaches over 252500. According to incomplete statistics, 13.588 million houses have been destroyed and 2.881 million houses toppled. Over 3.277 million people become homeless. Buildings in Yingxiu, Wenchuan, Beichuan and Mianzhu etc were almost razed to the ground.

The happening of this earthquake disaster touched the heart of the people all over the world. At present, the Chinese people are fighting against this disaster under the leadership and organization of Chinese government. The earthquake-stricken people are being saved and cured. The governments of disastrous areas are also getting the economic support from governments and civil organizations at home and abroad.

Construction is the carrier of human life activities and also the embodiment of human civilizations. Like the other various social circles, the organizing committee of the Third Architectural Biennial Beijing 2008 (ABB2008) is willing to help the people in the disastrous area. It is known that at present the disastrous area is in urgent need of establishing millions of sets of anti-earthquake buildings for transition and corresponding residential districts, including schools, hospitals and other matching service facilities. For example, Beichuan Town is planning to construct 110 thousand sets of transitional buildings with a usage period of no less than 3 years within one month for the earthquake victims. Aiming at this, we sponsor this proposal of “rebuilding our hometown with our hands” to collect the layout and design schemes of emergency houses for victims of the earthquake in China from global architects, designers, researchers on new-type anti-earthquake construction materials, as well as experts on the study of human beings’ disaster resistance and peaceful habitation. Through this platform, we hope to provide in a fast, efficient and free way your design schemes, scientific research fruits, and relevant conception, information as well as your suggestions for the people in the disastrous area who are now preparing to reconstruct their homelands. We are expecting that with your help, the people in disastrous areas of China can surely construct their new homes timely which will not only resist earthquakes, but also resist fires and floods, and at the same time will be economical, environment-friendly, warm and nice. We will provide you with relevant information in time and transfer your layout and design schemes quickly and duly to the corresponding departments of the disastrous areas together with China Foundation for Poverty Alleviation etc. At the appointed time, we will exhibit and discuss the collected design schemes and conceptions on the spot of the Third Architectural Biennial Beijing 2008 (ABB2008) and collect into volumes for publication the schemes of various countries in dealing with disasters and arranging victims to make contributions for development of human beings’ architecture civilization.
